Could Independent celebrants soon legally marry couples?

Couples in England and Wales could eventually have more choice over who conducts their wedding and where it takes place. The Government is consulting on wide-ranging changes to wedding law, including whether suitably trained and authorised independent celebrants should be allowed to conduct legally binding weddings. At present, independent celebrants cannot complete the legal marriage formalities, so couples usually arrange them separately with a registrar.

One proposal would move legal responsibility away from the building and place it with an authorised officiant. Couples might no longer need to choose a venue simply because it holds a wedding licence and could potentially marry in a wider range of suitable places, including gardens, beaches, woodlands or family homes.

The Government's initial view is that independent celebrants should be permitted to conduct legally binding weddings, subject to authorisation, training and regulation, and it is asking for the public's views.

For couples choosing an independent celebrant, this could mean having one ceremony that is both legal and completely personal, including their own vows, love story, music, readings, family traditions, or religious and interfaith elements.

Nothing has changed yet. The consultation closes on 24 September 2026, and any reforms would still need to pass through Parliament.
